Does the Deputy refer to the words in sub-section (1)—"whether to a port or other place in, or to a port or other place outside, Saorstát Eireann"?
Yes.
The implication is that any package consigned for transportation by waterway must have the weight marked in accordance with the section whether the destination is a place in the Saorstát or a place outside the Saorstát.
It is clear that the package must be consigned from the Saorstát?
Yes, by waterway.
It does not apply to a package sent from any port outside the Saorstát?
No. A number of countries which may be consigning goods to this country have ratified this convention and have enacted similar legislation, but the enforcing of that legislation is no concern of ours. This Bill relates only to packages despatched from a port or place in the Saorstát.
