asked the Minister for Finance whether it is a fact that pensioners and other persons receiving income from British Dominions and Colonies have no means of avoiding double taxation if resident in the Irish Free State, and whether it is proposed to remedy this state of things by agreement with the Governments concerned.

The answer to the first part of the question is in the affirmative, in relation to the income mentioned. So far as the second part of the question is involved, it will be appreciated that in an investigation of such matters, careful consideration must be given to all the relevant circumstances. The point has been examined from time to time, and at present it is not proposed to attempt to conclude double taxation agreements with the Governments concerned.
The Minister will not deny that that decision involves a manifest injustice to the people concerned.
I think not, because it might not be possible to effect the agreements the Deputy has in mind.
