asked the Minister for Posts and Telegraphs if he will state the cause of the delay in announcing a decision on the representations which have been made to him to provide an outlet to the learner class for boy messengers at provincial offices.

The scheme for the provision of an outlet to the learner class for boy messengers at provincial offices has involved a comprehensive review of the system of open and limited recruitment. The review of the question has now reached an advanced stage, but it is not possible at the moment to give a decision.

Arising out of the Minister's reply, does he recollect that three months ago he indicated that, to use his own language, he had his eye on this matter, and will he say what has been the result of that process in the meantime? Has there been any further advance on the matter under consideration?

As I have just mentioned, "the review has now reached an advanced stage," but beyond that I cannot say anything, except that I hope to be able to give a decision on it at an early date.

Will the Minister do his best to expedite a decision on the matter because, as he knows, it has been under consideration for over two years? Surely nobody can be accused of impetuosity in asking for a decision after that lapse of time.
