Committee on Finance. - Vote 70—Export Subsidies.

I move:—

Go ndeontar suim Bhreise ná raghaidh thar £10 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1940, chun Conganta Airgid um Easportáil.

That a Supplementary sum not exceeding £10 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1940, for Export Subsidies.

The first item, in fact the only item, in this Vote is £1,150. That is made up of odds and ends of small subsidies that were payable in previous years but which were not exactly in order until now. We found when we came to clear them off that we had not the Dáil authority to pay them. If Deputies will look at note (a) they will see that "The total savings on this Vote are estimated to amount to £345,000. Of this sum £302,000 arises under sub-head A"; that is for milk products. The note goes on to say that "provision for an equivalent expenditure on the payment of allowances in connection with the provision of butter for winter requirements, etc., is made by way of Supplementary Estimate under sub-head M (7) of Vote 52." I explained already that we had to make most of our payments by way of production allowances. That could not properly be done under the Export Subsidy Vote. The only way we could do it was to pay it out of the Department of Agriculture Vote and have it voted by the Dáil, at the same time making the saving here.
