asked the Minister for Defence if he will state whether the annual allowance of £4 due to members of the Volunteers on December 31st, 1939, has yet been paid to them; and, if not, when it will be paid.

The allowance to which the Deputy makes reference is apparently the individual and sluagh proficiency portions of the gratuity payable to Volunteers. These portions of the gratuity have not yet been paid, but arrangements for payment are now nearing completion and it is hoped to make the disbursements at an early date. It is not correct to say that these amounts were due on the 31st December. Actually no particular date is specified for payment. The relevant regulations provide for payment at the first overnight camp or special parade held subsequent to the termination of the training year. The training year of all units of the Volunteer force, except the Regiment of Pearse, ends on the 31st December and in the case of the Regiment of Pearse on the 30th September.

In view of the special family hardship involved for many of these volunteers who were called up, will the Minister do what he can to expedite payment of this bounty as soon as possible?

I will. The matter was somewhat complicated this year on account of calling them up for permanent service. I will look into the matter.

Would the Minister give an approximate date when the payments will be made?

It would not be possible to do that. In fact, I am making strenuous efforts to expedite payment.

Will the payment be made before the end of the financial year?

I could not say.

Will provision be made for it before the end of the financial year?

I could not say definitely, but I hope so.

The Minister is aware that if there is a delay about payment there might be substantial additional delay?

I am aware of that.
