Holders of milling licences are not required by the Agricultural Produce (Cereals) Acts to include a specified percentage of home-grown wheat in any particular grist. Within the cereal year ended 31st August, 1939, each holder of a milling licence was required to mill a quantity of home-grown wheat amounting to not less than 27½ per cent. of the milling quota allotted to his mill.
