asked the Minister for Supplies if he will publish and circulate amongst Deputies and the officers of the local taxation offices the conditions of conversion necessary to be complied with, so that motor cars, at present used for essential business purposes by such persons as farmers, cattle buyers, commercial travellers, etc., will be accepted as eligible for registration as "commercial" vehicles and thus be entitled to get a "disc" or permit for use.

From the indications already reaching my Department as to the extent to which owners of private motor cars are converting such cars to commercial goods vehicles, I have had to reconsider the whole question of the use of such vehicles. Permits or discs are not required at present for the use of commercial vehicles, but the question of extending the permit system to these vehicles is under consideration. Any conversions of private motor cars, therefore, are carried out entirely at the owner's own risk, and no guarantee can be given that petrol allowances will be granted. It will be realised that if there was any substantial number of conversions of private cars, the whole scheme of economy in the use of petrol would be nullified if petrol were made available to the converted vehicles.
