Vol. 87 No. 9

Ceisteanna—Questions. Oral Answers. - Lighting for Bicycles.

asked the Minister for Local Government and Public Health whether, in view of the scarcity of lamp batteries, carbide and candles, he is prepared to recommend to the Government the making of an Order under the Emergency Powers Act suspending prosecutions for unlighted bicycles, and substituting for lamps some visible sign such as a red or white disc.

Any suspension of the lighting provisions of the Road Traffic Act could not be restricted to bicycles. If it were so restricted it would inevitably lead to a demand for similar concessions for horse-drawn and mechanically-propelled vehicles and the unrestricted use of unlighted vehicles during the hours of darkness would entail considerable danger both to the users of the vehicles and to other road users. It is not, therefore, proposed to make any recommendation in the manner suggested by the Deputy.
