Committee on Finance. - Vote 8—Compensation Bounties.

I move:—

That a sum not exceeding £18,000 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1943, for Bounties on sugar made from homegrown beet, on which drawback is paid, tobacco, manufactured from home-grown leaf on which drawback is paid, tobacco grown in Éire after 1st January, 1934, allocated to a manufacturer and subsequently destroyed as unfit for manufacture.

Under sub-head A the Estimate represents a decrease of £24,000 as compared with the Estimate under the corresponding sub-head for 1941-42. The amount to be provided under the sub-head depends on the rate of bounty, which may be varied from time to time, and on the quantity of sugar made from beet grown in Éire, on which drawback is payable. In practice, all payments which fall to be made are in respect of sugar composite goods exported. In view of the possibility of a shortage of ingredients for manufacture — including ingredients other than sugar—and the probable need to conserve available supplies for home consumption, it is not practicable to estimate with any degree of accuracy the quantity of sugar which will rank for payment of bounty in the financial year 1942-43.
