asked the Minister for Local Government and Public Health if he is aware that when employees of the Clare County Council are required to perform work inside the area of the Urban District of Ennis they are not paid the rate of wages as fixed for such work by the Ennis Urban District Council, and whether he will take steps to end this anomaly by issuing instructions that, in future, when the employees of the Clare County Council, or any county council, are required to work inside an urban area they shall be paid in accordance with the rate of wages fixed for such work by the urban authority concerned.

The maintenance of roads in Ennis Urban District was by agreement with the urban authority transferred to the Clare County Council. I am not aware that the urban council have fixed a wage rate in respect of such work as alleged by the Deputy. It would be quite improper for any local authority to determine the wage rate to be paid by another local authority. The fixing of wage rates for its employees is primarily the responsibility of the local authority concerned and that position must be preserved.
