Ceisteanna—Questions. Oral Answers. - Appointments to State Offices.

asked the Minister for Finance if he will state the names of former members of Dáil Eireann and Seanad Eireann who were appointed by methods other than competitive examination to positions remunerated out of State funds from 1934 to date; the position to which each such person was appointed and the remuneration attaching thereto.

asked the Minister for Finance if he will state the number of appointments (permanent and temporary) made to the Civil Service by methods other than competitive examinations, since 1939, and the grades to which these appointments were made.

I am taking Questions Nos. 15 and 16 together. The information requested by the Deputy is being complied and I suggest that the questions be repeated in a fortnight's time.

asked the Minister for Finance if he will state the number of preventive officers appointed since 1932, otherwise than by competitive examinations.

Preventive officers are appointed solely by promotion (following Departmental examination) from the grade of assistant preventive officer and 39 such promotions have been made since 1st January, 1932. What the Deputy has in mind may be the recruitment of assistant preventive officers. Officers of this grade are normally recruited by open competitive examination. Six appointments to established posts of assistant preventive officer have been made since 1932, following certification in accordance with the provisions of Section 6 of the Civil Service Regulation Act, 1924, as amended by Section 3 of the Civil Service Regulation Act, 1926, i.e., in the public interest. The preventive staff also includes a number of temporary assistant preventive officers (formerly called temporary preventive men). Between 1st January, 1932, and 7th June, 1937, in order to meet the situation created by the large increase in the number of import duties, 113 such officers were recruited under a scheduling order made by the Civil Service Commissioners, i.e., otherwise than by competitive examination. Fifty eight of that number are now serving as established assistant preventive officers, having passed confined competitions, and ten are still serving in a temporary unestablished capacity. No temporary preventive staff has been recruited since 7th June, 1937.

asked the Minister for Finance if he will state the names of persons appointed, since 1933, to positions as collectors of income-tax, the district to which each person was appointed, the amount or method of remuneration and the number of such appointees who possessed a competent knowledge of Irish.

As the reply contains a tabular statement, I am having it circulated with the Official Report.

The following is the statement:—

The gross remuneration paid to collectors of income-tax is computed on a "units of work" basis and varies somewhat from year to year. It includes a modified cost-of-living bonus. Expenditure in respect of staff, accommodation and travelling expenses is defrayed by the collectors from the gross remuneration.

One collector has a competent knowledge of Irish. Some of the collectors are stated to have a good knowledge of the language, but information as to the precise number is not available. I am asking the Revenue Commissioners to arrange that in future a good knowledge of Irish shall be regarded as an essential qualification for the post of collector of income-tax in so far as candidates born on or after 1st January, 1916, are concerned.

The gross remuneration shown in the tabular statement is in each case the amount payable for the current year.
