Ceisteanna—Questions. Oral Answers. - Cost of Civil Service.

asked the Minister for Finance if he will state, in respect of the years 1932 and 1945 (a) the total number of permanent civil servants; (b) the total number of temporary civil servants, and (c) the total annual cost for the years 1932 and 1945 in salaries, distinguishing between permanent and temporary officers.

The answer includes a tabular statement and with the Deputy's permission, I will have it printed in the Official Report.

Following is the reply:—

The information as regards numbers of civil servants is tabulated under the heads of established (pensionable) and unestablished (non-pensionable). The following statement shows the numbers and annual costs in respect of salaries, wages and allowances of established civil servants and unestablished civil servants employed as on 1st January, 1932, and 1st January, 1945.

The figures of costs obtained for 1st January, 1932, showed the total costs of industrial staffs, but did not divide the costs of these staffs between "established" and "unestablished". Figures divided under these heads are, however, available for January, 1933, and the figures of costs given above under the heads of "established" and "unestablished" for 1st January, 1932, have been estimated so far as industrial staffs are concerned by reference to the known actual costs for January, 1933.

The figures given do not include (a) persons employed on relief schemes, (b) persons employed on a fee basis and (c) artisans, labourers, etc., employed on schemes or works of a temporary nature other than relief schemes, who are not regarded as civil servants.
