asked the Minister for Finance if he will state the number of appointments (permanent and temporary) made to the Civil Service by methods other than competitive examinations, since 1939, and the grades to which these appointments were made.

The answer to the Deputy's question is in the form of a tabular statement which will be circulated with the Official Report.

The following is the statement:—

Appointments made from 1st January, 1939, to 1st November, 1945, to posts in the Civil Service otherwise than by competitive examinations.

I. Permanent posts. Appointments made under Section 6 (2) of the Civil Service Regulation Act, 1924, as amended by Section 3 of the Civil Service Regulation Act, 1926.

NOTE.—In addition to the above, 54 officers, who had originally been appointed to Civil Service posts by open competitive examinations and whose services ceased on ill health, marriage or resignation to enter religion, were subsequently reinstated on recovery of health, on widowhood, or because they did not find themselves suited to the religious life, during the period referred to.

(c) Appointment made by way of substitution during the absence of the holder of the post.

(d) Appointments made for seasonal work.

In the following temporary grades the numbers vary considerably and the work is almost entirely seasonal. It would not be possible, without a disproportionate expenditure of time and effort, to state how many persons were appointed to these grades, as the number serving fluctuates according to needs. The following particulars representative of the position generally, are, however, available:—

TEMPORARY CLERICAL ASSISTANTS.

Prior to the emergency it was not the practice to employ temporary clerical staff except for seasonal work, e.g., in the employment exchanges. Towards the end of 1941, however, it became necessary in view of the setting up of new temporary services and the expansion of other services to cope with emergency problems, to recruit temporary clerical assistants through the employment exchanges. As in the case of the other grades above, particulars of the total number of persons appointed could not be obtained without great difficulty, but the numbers serving on 1st November, 1945, are 629 males and 990 females, including those employed in the employment exchanges, together with typing, etc., staff in offices abroad, and 24 officers on loan from the Electricity Supply Board and the Irish Assurance Company, Limited.

NOTE.—The foregoing statement does not include appointments to posts included in the Schedule to the Civil Service Regulation Act, 1924, being posts which are not required to be filled by competition—see Section 10 of the Civil Service Regulation Act, 1924. A number of temporary or unestablished posts in the Department of Posts and Telegraphs, e.g., temporary postmen, post office clerks and telephonists, auxiliary postmen, scale payment sub-postmasters, etc., have also been permanently added to the Schedule by the Civil Service Commissioners under the powers conferred by Section 10 (2) of the Civil Service Regulation Act, 1924, and appointments to these posts have not been included.

The statement includes all other appointments to temporary or unestablished posts, including appointments where the holding of a competition would not be justified in view of the short duration of the employment, or where a competition would be impracticable, as in cases where a temporary appointment had to be made to fill a vacancy pending the holding of a competition by the Civil Service Commissioners. In such cases an order was made by the Civil Service Commissioners adding the post temporarily to the Schedule to the Civil Service Regulation Act, 1924. In many of these cases the posts were advertised by the Department in question and appointments were made through competition (usually interview) carried out by the Department. The first seven appointments on the list were made under Section 6 (2) of the Civil Service Regulation Act, 1924, as amended by Section 3 of the Civil Service Regulation Act, 1926.
