asked the Minister for Finance if he will state in respect of each Government Department the number of persons employed as temporary messengers, with continuous employment for ten years, 15 years, 20 years, 25 years, 30 years and upwards of 30 years, and if he will state whether it is intended to establish these officers.

The reply to the first part of the Deputy's question is in the form of a tabular statement which will be circulated with the Official Report. As regards the second part of the question, as indicated by my predecessor on the 28th June, 1944, in the debate on the Estimate for the Office of the Minister for Finance, it is not possible to consider the establishment of any particular class of civil servants in advance of the review of the question of the treatment of unestablished staff generally, which must await the completion of the actuarial investigation into Civil Service superannuation. In the normal course, however, messengers are eligible for promotion to the established grades of paperkeeper, head messenger and attendant in the Houses of the Oireachtas.
