Order of Business.

It is proposed to take business as on the Order Paper in the following order: Votes 63 and 64 in No. 3, and then No. 4. It is not proposed to interrupt public business for the purpose of taking Private Members' business to-day.

New members may not be aware of the procedure on Estimates. On an Estimate are considered the administration of 12 months—not of 12 years—and any new services for which provision is made in the Estimate. Legislation cannot be discussed, nor taxation, nor local bodies, nor the method in which they conduct their affairs. The administration by the Minister responsible for that Department of the affairs of 12 months and the provision that is made for any new services as may be outlined in the Estimate can be discussed.

I take it we can discuss the 12 months that have passed and the 12 months that are to come?

Certainly, but it is time to get out of the habit of going back 24, 25, 26, 27 and 30 years. We may take it that five or six elections have decided something about these matters.

Surely we are entitled to make comparisons, Sir?

That is what has happened before and the comparisons——

Sometimes, and disturbing to the peace of the House.
