Ceisteanna—Questions. Oral Answers. - Export of Hides and Skins.

asked the Minister for Industry and Commerce if he is aware of the existence and nature of any special conditions affecting the import into Great Britain, during the years 1940 to 1945, of cattle hides, calf skins and sheep skins; and if he will state what were the conditions affecting exports of such hides and skins from Éire, in the years stated, to Great Britain.

The imports of hides and skins into Great Britain were controlled for some years prior to 1945 and during that year. So far as my information goes, the only special condition attached to the grant of import licences was one which required some exporters from this country to despatch their cattle hides and calf skins to members of a Hide Improvement Society in Great Britain. In the case of sheep skins, it was a condition that all skins exported from this country should be pickled.

The export of cattle hides and calf skins from this country has, since 1940, been prohibited by Emergency Powers (Control of Export) Order, 1940, save in accordance with licences issued under that Order. Licences under that Order are granted for the export of limited quantities of hides to Great Britain in return for which the Irish tanneries receive supplies of foreign hides and tanning materials.

As regards the conditions affecting the export of sheep skins, I would refer the Deputy to the reply given in Dáil Éireann on 30th January, 1946.

asked the Minister for Industry and Commerce if he will state the number of persons to whom licences for the export of cattle and calf skins, granted under the Emergency Powers (Control of Export) Order, 1940, were issued, in each of the years 1940 to 1945, inclusive; the number of persons to whom such licences were refused; the number of persons to whom registration was granted under the Emergency Powers (Hides) Order, 1944, in the years 1944 and 1945; and the numbers or physical quantities of hides and skins exported, the value of such hides and skins exported in each of the years 1940 to 1945, inclusive, and the country of destination declared for export purposes from this country.

The reply is in the form of a statement which, with the permission of the Ceann Comhairle, I propose to have circulated with the Official Report. The statement is as follows:—

No records are available of export licences issued during the year 1940, nor are records kept of applications refused. The numbers of persons to whom registration was granted under Emergency Powers (Hides) Order, 1944, in the years 1944 and 1945, were 115 and nine, respectively.

The quantity and value of the hides and skins exported during the years 1940 to 1945 were as follows:—

All the cattle hides and calf skins exported during the years 1940 to 1945 were consigned to Great Britain and Northern Ireland.
