There have been complaints on this subject. It appears to be open to local authorities to make by-laws to regulate the use of such instruments under Section 125 of the Municipal Corporations (Ireland) Act, 1840, and Section 16 of the Local Government (Ireland) Act, 1898.
In the absence of such by-laws, it is not considered advisable for the Gárdaí to interfere.
