Ceisteanna—Questions. Oral Answers. - Precautions against Bathing Fatalities.

asked the Minister for Local Government if he is satisfied that ample precautions are being taken by his Department to reduce the incidence of bathing fatalities during the holiday season.

Under the Local Government (Sanitary Services) Act, 1948, the provisions of which came into operation on 1st April last, sanitary authorities throughout the country are empowered to employ lifeguards at any bathing places or swimming baths in their sanitary district. They are also empowered to provide equipment and appliances for saving persons from drowning at any places in their sanitary district where they think those appliances are likely to be of use.

The provisions of the Act have been brought to the notice of the local authorities. With these powers the local authorities are in a position to take precautions in dangerous places, and I shall communicate with them again reminding them of their responsibilities in the matter.

How many lifeguards are employed by the authorities?

I am not in a position to say.

Would the Parliamentary Secretary give consideration to the fact that the employment of a few lifeguards does not serve in any way to mitigate these tragedies? The provision of a lifeguard to patrol a beach a mile or a mile and a half long is an impracticable measure if the object is to save from drowning persons who are unable to swim. The whole position should be reviewed.

I shall be grateful to receive any suggestions which the Deputy has to offer in the matter.
