Ceisteanna—Questions. Oral Answers. - Appointments by Foreign Firms.

asked the Minister for Industry and Commerce whether he is aware that firms with head offices abroad appoint non-nationals and foreigners to the higher posts in their offices in this country over the heads of Irish employees with considerable experience; that as a result the Irish employees have no prospects of promotion; and, if so, whether he will examine the matter with a view to ensuring that Irishmen who work for these companies get equitable treatment at least in their own country.

I have little doubt but that some firms with head offices abroad appoint non-nationals to higher posts in their Irish offices, but I have no information as to whether this practice is widespread. In any event, I have no statutory powers in such matters, except where the grant of a new manufacture licence is involved or where the employee concerned is an alien.
