asked the Minister for Local Government if he proposes to sanction the creation of additional staff officer posts for the staff of Dublin County Council, and if he will make a statement as to the desirability of filling such posts from the existing staff.

The Dublin County Council has been authorised to appoint two additional staff officers. Such officers may be recruited from the existing staff, if suitable candidates are available, or from the staffs of other local authorities. A decision as to which course is to be followed in any particular case is left to the discretion of the manager for the local authority concerned. It is a matter in which I think it would be wrong for me to interfere. The persons proposed for appointment will need to be sanctioned by me before the appointments are made.

Does the Minister not consider that, when vacancies occur for permanent appointments under local authorities, it is generally desirable that such appointments should be made from existing staff?

That is so at the moment.
