Ceisteanna—Questions. Oral Answers. - Clerks of Works.

asked the Minister for Local Government whether any appointments as clerks of works to supervise housing schemes were recently made by the Limerick County Council and submitted to his Department for sanction; and, if so, if he will state (1) the date or dates on which the appointments were submitted to his Department; (2) the names of those submitted for sanction; (3) the names of those whose appointments were sanctioned and the date of sanction, and (4) the names of those for whom sanction was refused and the date of refusal.

Since 1st January, 1950, two proposals for appointment of clerks of works were made to my Department, as follows. The proposed appointment of Mr. R. J. Sheehy was submitted on 1st April, 1950, and sanction was refused on 12th May. The proposed appointment of Mr. Patrick Mann was submitted on 6th June and was sanctioned on 13th June.

asked the Minister for Local Government whether the Limerick County Council recently requested his sanction for the reappointment of Mr. Richard Sheehy, Kyletaun, Rathkeale, County Limerick, as clerk of works to supervise housing schemes being carried out by the council; whether he refused to sanction Mr. Sheehy's reappointment, and, if so, for what reason.

On the 1st April, 1950, the Limerick County Council submitted to my Department a request for sanction to the appointment of the person mentioned by the Deputy as clerk of works for the Abbeyfeale and Athea housing schemes. Sanction to his appointment was refused.

Seven persons applied for appointment to the post, and of these, two subsequently withdrew their applications. Examination of the applications and qualifications of the remaining candidates showed that the person proposed for appointment had not applied for the post in the proper form and was not, in any event, the best qualified for it.

asked the Minister for Local Government whether any new appointment as clerk of works for the Abbeyfeale housing scheme has been submitted to his Department by the Limerick County Council, consequent on the non-appointment of Mr. Richard Sheehy, Kyletaun, Rathkeale; and, if so, if he will state the name and qualifications of the person in question; the date on which the appointment was submitted to his Department; whether he sanctioned the appointment; and, if so, the date of sanction.

The county council's revised proposal in this matter was for the appointment of Mr. Patrick Mann. The application and testimonials submitted showed that this candidate is a carpenter and joiner, that he has had experience on building works over a number of years and that he has a thorough knowledge of all branches of the building trade.

The proposal to appoint Mr. Mann was submitted to my Department on the 6th instant and sanctioned on the 13th instant.
