Mr. Flynn

asked the Minister for Local Government whether he is aware that engineers from his Department submitted adverse reports concerning applicants for housing (reconstruction) grants on the grounds that the existing structures were not suitable for reconstruction purposes and whether, in view of the fact that the small farmers and labourers concerned cannot afford to erect new houses, he will review the claims of the applicants with a view to allowing them avail of the reconstruction grant.

I am aware that, in a very small number of cases, reconstruction grants under the Housing Acts have been refused because the existing houses were not suitable for reconstruction. The Acts explicitly prohibit the making of a reconstruction grant in such cases. The Deputy can be assured, however, that a grant will not be refused in any case where a dwelling can reasonably be regarded as suitable for reconstruction.

Is the Parliamentary Secretary aware that the applicants for these grants have no alternative? They are informed that the existing structure is unsuitable and they cannot, therefore, qualify for a reconstruction grant. The addition of an extra room or wing to these houses would make a tremendous difference. The applicants concerned cannot afford to build new houses, as has been suggested by the Department.

I am asking the Parliamentary Secretary to find a way out for these people. They have no alternative in present circumstances except to remain where they are.

I am aware of the position. I would not say there were widespread refusals of reconstruction grants in these cases. As a matter of fact, reconstruction grants have only been refused in one case in 500 because the inspectors have reported that the existing dwellings are incapable of being reconstructed. The Minister is precluded in such cases from giving a grant when he is advised by his engineers that the existing dwellings are not capable of being put into habitable condition.
