Under Article IV of the Economic Co-operation Agreement of the 28th June, 1948, the Government of Ireland may draw upon the Grant Counterpart Special Account for such purposes as may be agreed from time to time with the Government of the United States of America. The purposes for which the existing grant counterpart might be used are being considered by the Government, but the stage has not been reached at which I could make a statement in the matter.
