asked the Minister for Finance if he will state the categories of goods for the purchase of which dollars were allocated during the 12 months ended June 30th, 1950; the total amount allocated for such purchases, and the amount received under the European Recovery Programme in respect thereof by way of loan and grant.

As the reply to the Deputy's question involves a lengthy list of commodities, I propose, with the permission of the Ceann Comhairle, to circulate the statement with the Official Report.
Following is the statement:—
DOLLAR ALLOCATIONS, 1949-50.
Allocations of dollars to importers are made by the issue of exchange control permits which enable the applicants to arrange the appropriate payment to their suppliers if the proposed transaction is implemented. The total amount of dollars so allocated to importers for the purchase of goods originating in the dollar area during the 12 months ended June 30th, 1950, was $90.3 million. Of this amount allocations to the extent of $52,000,000 were issued under procurement authorisations received from the Economic Co-operation Administration under the E.R.P. In order to obtain dollar reimbursement from E.C.A. in respect of payments actually made under these allocations it is necessary for my Department to submit individual claims to E.C.A. Washington in respect of each shipment, supported by the shipping documents and certain other vouchers and certificates. There is thus a time-lag between the payment made for the goods by the importer and the receipt of reimbursement from E.C.A.
The amount of reimbursement received up to the 15th July, 1950, on foot of the dollar allocations of $52,000,000 made under E.C.A. procurement during the 12 months ended June 30th, 1950, was $40.4 million of which $3,000,000 was paid as grant aid and the remainder as loan aid.
