andMr. Kitt asked the Minister for Education whether he is aware that his refusal to grant an interim salary increase pending the result of arbitration has caused grave disappointment and anxiety to primary teachers and if, in view of the considerable time which must elapse before any increases in salary would result from arbitration, he will reconsider his decision.

It is my hope that an agreed scheme of conciliation and arbitration to deal with the salaries and allowances payable to primary teachers shall be established at an early date. In the circumstances it would be quite impossible for me to agree to undertake to consider any increase in teachers' salaries pending the examination of any claim submitted through the new machinery.
