asked the Minister for Local Government if he will state what procedure is followed in implementing recommendations made by the Traffic Committee of the Cork Corporation.

This is a matter for the Cork Corporation who, I understand, have established the committee to advise them on traffic problems in the city. The committee which has been set up under a local Act is an advisory one. The body to implement its recommendations would depend on the subject matter of a particular recommendation. In this connection, I would like to point out that under the Road Traffic Act, 1933, as amended, the making of traffic by-laws is a function primarily of the Garda Síochána.

Do I understand that the Garda Síochána is the body to implement the recommendations?

What I said was: "In this connection, I would like to point out that, under the Road Traffic Act, 1933, as amended, the making of traffic by-laws is a function primarily of the Garda Síochána."

I understand the position is that recommendations are made by the Safety Association and between two bodies, such as the corporation and the harbour commissioners, they are unable to find out which body is responsible for the carrying out of the recommendations.

The committee is a non-statutory body, and it cannot expect to have its recommendations implemented on all occasions by whoever is responsible.

Is the Minister not aware that a superintendent of the Garda is always present at the committee?

I am dealing with the committee set up by the corporation. Even if a superintendent is present, it does not make it a statutory body.
