Is the Minister aware of the necessity of making some arrangement as regards the degrading of cattle, especially of the Kerry breed?

I am asking by way of supplementary is the Minister aware of the necessity for making some arrangement by which Kerry cattle can be degraded? It means a reduction of 4¼d. per lb. when they are degraded from A to B.
That is a separate question.
