Ceisteanna—Questions. Oral Answers. - Defence Forces' Flying Pay.

Major de Valera

asked the Minister for Defence if he will give particulars of the regulations and all relevant amendments thereof under which flying pay is payable to officers of the Defence Forces and if he will state the purpose for which such pay is payable and where the definition of this purpose may be found.

With your permission, a Cheann Comhairle, I propose to circulate in the Official Report a statement giving the desired information, which is largely an extract from Defence Force Regulations.

The following is the information:—

Flying pay is issuable to officers of the Forces at the rates, and in accordance with the conditions, prescribed in sub-paragraphs 21B and C of Defence Force Regulations S3, as amended by amendments Nos. 87 and 108. The sub-paragraphs, as amended, read as follows:—

21B.—THE AIR CORPS:

(a) An Officer of the Air Corps duly qualified as a pilot, and who is engaged on duties as a pilot:—

(i)If he qualified as a pilot prior to or on the 31st October, 1936, or if he qualified as a pilot subsequent to the 31st October, 1936, but was undergoing instruction in flying duties either as an officer or a cadet prior to or on that date

(ii)If he qualified as a pilot subsequent to the 31st October, 1936, and before the 1st November, 1948

(b) An Officer of the Air Corps who is undergoing instruction in flying duties

(c) An Officer of the Air Corps, who qualified as a pilot on or subsequent to the 1st November, 1948, and who is engaged on duties as a pilot

2nd Lieutenant to Captain.Commandant to Colonel.

(d) An Officer of the Air Corps filling the appointment of Aeronautical Engineer and engaged on duties which require to be carried out in the air. An officer to whom the provisions of this sub-paragraph apply, shall not be entitled to receive flying pay under subparagraph (a), (b) or (c).

(e) Flying pay shall not be issuable to an officer in hospital owing to an accident due to his own negligence.

C.—THE AIR COMPANY, SIGNAL CORPS:

An Officer filling a vacancy in the establishment of the Air Company, Signal Corps, who is engaged on Signal duties which require to be carried out in the air

Flying pay, while not so prescribed in Regulations or elsewhere, is regarded as being mainly in the nature of risk pay.

asked the Minister for Defence if he will state the number of (a) senior officers; (b) junior officers in the Defence Forces in receipt of flying pay, stating in each case the rate of flying pay payable and, further, whether the said rate of pay is the same for all ranks and personnel; and, if not, if he will state the rates payable in each case and the reason for the variation in such rates.

asked the Minister for Defence if he will state the rate of flying pay payable to flying officers of the Defence Forces in each of the following years: (a) 1925; (b) 1930; (c) 1935; (d) 1940; (e) 1945, and (f) 1950.

With your permission, a Chinn Chomhairle, I propose to take Questions Nos. 40 and 41 together and, as the particulars requested are extensive and largely statistical, to circulate in the Official Report a statement giving the desired information.

Following is the information:—

As will be seen from the first Table, the rates of flying pay have, following review, been altered on a number of occasions and the variation of rates as between different officers, therefore, is related to the date on which each officer first became eligible for flying pay.

The following are the appropriate rates of flying pay payable to flying officers of the Defence Forces for the years mentioned:—

NOTES:—(1)Any officer who qualified, or who was in training, as a pilot prior to the 31st October, 1936, retains the rate shown in Column II.

(2)Any officer who qualified, or who was in training, as a pilot between the 31st October, 1936, and the 1st November, 1948, retains the rate shown in Column IV.

(3)As from the 15th January, 1951, the rates of flying pay then current were increased as follows:—

8/- was increased to 8/7d.

5/- was increased to 5/4d.

3/- was increased to 3/3d.

2/- was increased to 2/2d.
