Written Answers. - Social Security Statistics.

asked the Minister for Social Welfare if he will give the social security statistics for 1950-51 and 1951-52 corresponding to those for 1948-49 and 1949-50 given in reply to a question on 14th February, 1951.

The required statistics in respect of the year 1951-52 are not yet available. As the part of the reply relating to the year 1950-51 is in the form of tabular statements I propose, with the permission of the Ceann Comhairle, to have it circulated with the Official Report.

‡This amount represents the net cost to the State, after allowing for the amounts referred to in Note* above in which the State, employer, emplee and dividends all contribute, of (a) the administration of the Department of Social Welfare and (b) services performed by other Government Departments on behalf of that Department. The total cost of administration is £1,435,000 as shown in columns 8 and 9 of the Table.

(1) Column (11) The figure shown is the expenditure to 31st July, 1950, by Cumann an Arachais Naisiunta ar Shlainte (£89,498), the appropriatepayment under Section 16(2) of the Social Welfare Act, 1950 (£143,333), the sum payable under Section 17 of the Social Welfare Act, 1950 (£15,000), and the payments to doctors for medical certification (£114,939).

(2) Column (15) Cumann an Arachais Naisiunta ar Shlainte was dissolved under the Social Welfare Act, 1950, the functions, assets and liabilities of the Society being transferred to the Minister for Social Welfare on the transfer day i.e. 1st August, 1950. On this day also the National HealthInsurance Reserve Fund and the Guarantee Fund ceased to exist and all sums standing to the credit of these Funds were carried to the credit of the National Health Insurance Fund. The figure in column (15) includes, therefore (a) the balances of the Reserve and Guarantee Funds, (b) the value of property formerly held by C.A.N.S. (£96,499) and (c) the investments at cost held by the Minister for Social Welfare on behalfof C.A.N.S. (£2,358,404). It also includes the value at cost of acquisitions under Section 21 of the Social Welfare Act, 1950 (£416,138).
