asked the Minister for Social Welfare whether he is aware that a person in Abbeyside, Dungarvan, who has over 32 years' continuous contributions paid to the national health and unemployment insurance schemes, has made application for unemployment benefit as from 31st December, 1952, and has not yet received any decision as to whether he is entitled to benefit under the old scheme or even to unemployment assistance notwithstanding that weekly representations over the past five weeks have been made; and, if so, if he will have this member's right of appeal extended should the decision be against him as has been the case under the new benefits commencing on 5th January, 1953.

The claim to unemployment benefit in this case was refused as the claimant did not satisfy the contribution conditions for the receipt of benefit contained in the Social Welfare Act, 1952, and the special transitional regulations which were made.

Inquiries were made for the purpose of ascertaining whether he could be paid benefit on the basis of rights which he might have acquired under the repealed Unemployment Insurance Acts but it has been found that no contributions under those Acts were paid for him during the 1950-51 insurance year and 12 contributions were not subsequently paid. It has, therefore, been decided that he cannot be allowed benefit on this claim. An appeal will be accepted from him against this decision.

It is not possible to pay unemployment assistance to the claimant. He is not the holder of a qualification certificate under the Unemployment Assistance Acts and although invited to do so, he has not applied for one.

asked the Minister for Social Welfare if he is aware that a person in Athy, County Kildare, has been signing for unemployment benefitsince 5th January last, but has not yet received benefit; and, if so, if he will state the cause of the delay in paying benefit in this case.

The claim to unemployment benefit under the Social Welfare Act, 1952, was refused as the claimant did not satisfy the contribution conditions for the receipt of benefit.

Application was made to the British authorities on behalf of the claimant for a transfer of contributions under the Unemployment Insurance Reciprocal Agreement but the Department has been notified that no contributions are available for transfer.

In the circumstances unemployment benefit cannot be paid on this claim.
