The funds made available for employment schemes are primarily intended to give a spell of work to unemployment assistance recipients during the winter months of the year; and generally speaking, drainage is not considered suitable for execution during that season.
Proposals for the drainage of land can be considered only if submitted under the rural improvements scheme, to which the beneficiaries are required to make a relatively small contribution.
