asked the Minister for Local Government whether an officer of a local authority may be demoted because of intermittent absences from duty as a result of certified illness, and, if so, what regulations govern the matter.

Whether a person might reasonably be removed from a higher office and appointed to a lower office on the grounds mentioned by the Deputy would be a matter for examination in each particular case. The specific provisions governing removal from office and reappointment would depend on the offices in question.
