Ceisteanna—Questions. Oral Answers. - Punishment of School Children.

asked the Minister for Education whether the strap is still used to punish children in any of the primary schools in the Republic.

It will be appreciated that the correction of children is primarily a matter for parents and those to whom parents delegate their authority. Accordingly, teachers in national schools, in maintaining discipline in these schools and in the methods that they employ to do so, are responsible to the parents of the children. I am satisfied that my function in the matter is confined to ensuring that any complaints from parents are fully investigated and that, where necessary, appropriate action is taken.

I have had no complaints from parents in relation to the use of the strap and therefore I am not in a position to furnish the information which the Deputy has requested.

May I take it that, if the strap is used, it is contary to the policy or wishes of the Minister?
