The decision whether general medical services shall be made available for any particular person rests with the health authority. The Health Act does not provide for an appeal against the decision of the health authority and I could not provide for an appeal without amending legislation. I do not consider that it is necessary to introduce such legislation as, after an initial period, the arrangements for determining eligibility do not appear to be giving rise to substantial justifiable cause for complaint.
