asked the Minister for Lands if he has considered the problem of landless men who, though they take out land annually on conacre and rear live stock, are prevented from securing the benefits of land division; and if he will consider rewarding their enterprise by enabling them, if necessary by the introduction of legislation, to be allocated smallholdings on long leases.

I made it clear during the Estimate speech that the relief of congestion would continue to be the main objective of the Land Commission. In addition, I announced that the Government had agreed to permit lettings of land by private persons for periods of five to ten years, in order to provide a farming ladder for young men, suitable safeguards to ensure the continuation of the relief of extreme congestion to be taken.
