As the law stands at present, regulations under Section 48 of the Road Traffic Act, 1933, would be necessary to prescribe a special speed limit for a specified road or a specified area. Such regulations could be made by me on the application of the local authorities concerned or of the Commissioner of the Garda Síochána and after the holding of a public inquiry.
As I indicated in reply to a recent question on the subject, proposals for new road traffic legislation are at present under consideration. While I am not yet in a position to indicate what decision will be reached on any particular aspect of road traffic control, such as the introduction of a speed limit, I feel that it would be inappropriate in the meantime to deal with particular requests for a special speed limit under legislation which may shortly be replaced or amended.
