asked the Minister for Social Welfare if he will state the reason for the delay of from one to three weeks in paying unemployment assistance to persons who are no longer entitled to unemployment benefit.

I am not aware that there is any general delay in paying unemployment assistance in the circumstances mentioned. If the Deputy will convey to me particulars of any individual cases of delay of which he may be aware I shall have them investigated.

I understand there are quite a number of these cases where if a person has not a qualification certificate he will not be allowed to sign even when finished the unemployment benefit until he gets unemployment assistance——

Of course, if he has not a qualification certificate he cannot get it under the law.

But he can sign?

He can sign, of course.

How is a person going to live between the time he finishes unemployment benefit until he gets the unemployment assistance?

The Deputy was Parliamentary Secretary to the Minister for Industry and Commerce; why did he not raise that question then?

I am raising it now because it was brought to my notice.

It happened only under Fianna Fáil.
