asked the Minister for Local Government whether any improvement was granted in pension and lump sum to the former Waterford City Manager on his retirement; and, if so, if he will detail the improvements and state whether the increased cost involved will fall on the local ratepayers or on the Exchequer.

The granting of a superannuation allowance and lump sum to the former City Manager of Waterford is the function of the City Council of Waterford and I have no information as to the Council's intentions in the matter. In exercising the function they must comply with the provisions of the Local Government (Superannuation) Act, 1956, and the Regulations made thereunder, and they have no power to grant any amount either by way of allowance or lump sum which is not authorised by the Act and the Regulations.

Would the Minister say if he has agreed or if anybody has agreed on his behalf to an increase of the service years by way of added years and an increase of the lump sum as an inducement to the late city manager who retired?

I have not agreed nor has anybody any authority on my behalf to agree to any such thing.
