asked the Minister for External Affairs whether in view of the many manifestations of Nazi and neo-Nazi resurgence in Western Germany, he will take whatever steps are open to him to protest in the strongest terms against any attempt to arm the Western German army with nuclear weapons.

The manifestations to which the Deputy refers have, of course, been condemned by the Federal Government of Germany, just as similar manifestations which took place here, were condemned by all responsible people.

As the Deputy is aware, we urged at the United Nations that the Powers now possessing nuclear weapons should undertake to refrain from transferring them to nations not now possessing them, and that the latter nations should undertake to refrain from manufacturing or acquiring them. These proposals have been referred by the United Nations General Assembly to the Ten Power Disarmament Committee for study. I may add that I do not believe that we should attempt to single out particular countries in this matter. What is urgently needed, and what I hope will be achieved, is to stop these weapons from spreading to any country not already possessing them.
