Licensing of flour mills was first introduced in 1933, following the enactment of the Agricultural Produce (Cereals) Act, 1933, and 28 flour mills were then licensed. Statistics of the number of mills which had been in operation in particular periods prior to that year are not available to me. The number of flour mills holding licences in the years 1942, 1952 and 1960 were 36, 36 and 31 respectively.
