Mr. Ryan

asked the Minister for Education whether it is the practice to retain in his Department, in connection with the registration of secondary teachers, original certificates of attendance at courses for the Higher Diploma in Education; if so, if he will have the practice discontinued in view of the possibility of verifying attendances by inspection of such certificates without the need of retaining them; and whether it is possible to obtain the Higher Diploma in Education without the attendances required by the Department.

Regulation 2 of the Regulations for the Register of the Intermediate School Teachers requires that for the purpose of such Regulations the specified qualifications in training in teaching must have been obtained after a satisfactory course of training in the theory and practice of education accompanied by practice in teaching under supervision. In order to satisfy the terms of that regulation it is necessary to obtain from the University or University College concerned the certificate of attendance at the courses.

Certain universities award extern Diplomas in Education. These are not acceptable for the purposes of registration.
