asked the Minister for Finance if he will consider instructing valuers to consult, where possible, owners requiring a revision of valuation; and if he will indicate the powers and duties of valuers both to the Government and to individual ratepayers.

Under the Valuation Acts, the revision of valuations is entrusted to the Commissioner of Valuation.

Valuers have instructions from the Commissioner to get in touch with the occupiers, owners or other persons interested in premises under revision so as to obtain from them all necessary information. It will be appreciated, however, that, owing to pressure of work caused by a marked increase in recent years in the number of requests for revision of valuations, it is not possible in all cases for Revising Valuers to await the convenience of owners, occupiers and their agents in arranging for such consultation before the valuation is made.

In this regard the duty of Valuers is to revise the valuation of the tenements listed by the rating authorities each year as requiring revision. For this purpose they are empowered by the Valuation Acts to enter property if necessary and, if such entry is opposed by the owner or occupier thereof, the Valuer may serve on him three days' notice requiring to be permitted to enter the same, and at any reasonable time after delivery of such notice may make such entry.
