asked the Minister for Justice if he is aware that the menace of wandering horses is on the increase in Dublin suburbs; and that the penalties on their owners are not a sufficient deterrent; and if he is prepared to take suitable action to have the penalties substantially increased, or to take some steps to end the menace.

I am fully aware of the many problems, among them the one referred to in the Question, posed by the presence of a large number of itinerants in the outskirts of Dublin.

All those problems are, however, under consideration by the Commission on Itinerancy and I think that any question of new legislation should be deferred until their recommendations are available.

When does the Minister expect to get the report?

When the Minister says "shortly", what does he mean?

What is customarily meant by "shortly" in this House.

That may mean anything. How long is the Commission sitting?

Any Question about the Itinerancy Commission should properly be addressed to the Taoiseach.

I understand it was under the Department of Justice.

I thought it was the Department of Justice. In fact, I seem to remember describing the Minister as the Parliamentary Secretary for tinkers at one time.
