asked the Minister for Justice if he will give the reasons for the continuation of winter time; and if he will consider maintaining summer time throughout the year, thereby making later hours of daylight available for outdoor work and for all forms of outdoor amusements and sports.

While a change on the lines proposed could be made by ministerial Order, the Order would require the explicit approval of both Houses of the Oireachtas and, if the change was intended to be permanent, it probably would require new legislation.

I do not consider that this is a matter in which I should take initiative in proposing a change without evidence of a substantial public demand for it. I have no evidence of such a demand.

Is the Minister in a position to answer of the first part of the question?

Yes, because there was no substantial public demand for a change, as far as I know.
