asked the Minister for Finance whether he will consider the possibility of making arrangements with foreign banking, finance and hire purchase companies carrying on business in the State, similar to the arrangements made with foreign-based insurance companies, whereby such companies agreed to invest a fixed proportion of their Irish premium incomes in the State.

I am not aware that the operations of foreign banking, finance and hire purchase companies carrying on business in the State have led to any significant outflow of capital. Indeed, so far as hire purchase companies are concerned, the annual Reports of the Central Bank of Ireland show that hire purchase debt in the State is being financed to a considerable extent by external capital.

Accordingly, I do not consider it necessary to take any action on the lines suggested by the Deputy.
