asked the Minister for Local Government if he is aware of the delay in completing the development at Spring Hill Park, Killiney, County Dublin; and that as a result of this delay the roads on this estate have not been taken in charge by the Dún Laoghaire Corporation, and residents on the estate have not been provided with the normal services which should be made available; and if he will take steps to have the work completed so that the property may be taken in charge by the Dún Laoghaire Corporation.

I have received representations about the delay in completing development on this estate and I have brought these representations to the notice of Dún Laoghaire Corporation. I understand that the corporation have informed the developers of the estate of the works which might be carried out before the estate can be taken in charge and that some of these works are at present in progress.

I have no power to require the developers to complete the works. It is a matter for the corporation to decide on what further action should be taken towards that end.

In the case where development work is not completed has the Minister any power to withhold housing grants?

It would be rather difficult at the stage where houses had not really been finished off to withhold grants or, indeed, loans for that matter. If there was every reason to believe, as there usually has been in these cases, that the development work was being done or was about to be done or, in fact, had started but was not yet complete, what has been suggested by the Deputy could be done in order to catch out the few defaulters in this matter. However, in catching those out we would probably be rather severe on the many people who are doing a good job and who have kept faith with those for whom they have built.
