asked the Minister for Transport and Power if he has sanctioned the suggested improvements to Rosslare Harbour that have been submitted to his Department.

With my encouragement the Fishguard and Rosslare Railways and Harbours Co., who own the harbour of Rosslare, are undertaking a comprehensive examination of the improvements necessary at the harbour to cater for the very substantial growth in tourist car traffic which is foreseen. In the meanwhile, I have no definitive proposals before me for the improvement of Rosslare Harbour.

Am I to understand that no scheme has been put before the Minister for Transport and Power in relation to Rosslare Harbour?

A comprehensive examination is at the moment being carried out, with a view to the submission of proposals but no definite proposals have as yet been submitted to the Minister.

Am I to take it that a comprehensive examination is being carried out—I do not want to misunderstand the Minister—as a result of the submission of plans that have been put before him, or does the Minister say that a comprehensive examination is being carried out and when it is completed, he will await the submission of plans? My information is that plans have long since been submitted from two or three different sources.

No definite proposals for the improvement of Rosslare Harbour have been put forward but the Minister for Transport and Power has encouraged the company which owns the harbour to carry out a comprehensive examination with a view to submitting proposals.

Has the Minister for Transport and Power any function?

I have already indicated that this matter is being done with the encouragement of the Minister for Transport and Power.

I should like to say that I would encourage the owners to do it and that will mean as much as the Minister's encouragement. He has no function in it at all.
