asked the Minister for Local Government if he is aware that a permanent district dangerous buildings inspector in the employment of Dublin Corporation is paid £130 less than a temporary dangerous buildings inspector; and, if so, if he will take the necessary steps to have this position rectified.

The remuneration normally paid to temporary staff is a flat rate equal to the minimum of the salary scale applicable to the permanent post. As a temporary arrangement to meet exceptional requirements, approval was given last September to the Dublin Corporation's proposal to recruit a number of temporary Dangerous Building Inspectors at a rate in excess of that amount. Permanent officers have an incremental salary scale proceeding to a maximum which is well in excess of the special rate sanctioned for temporary inspectors. They also have advantages in relation to permanency, superannuation and sick leave which temporary staff do not have. In January last, the Corporation submitted a proposal to increase the minimum of the salary scale for Dangerous Building Inspectors and certain other inspectors. The proposal, which was based on a comparison of the existing scale with that paid to another grade on the staff, was not considered to be justified and accordingly sanction was refused.

Does the Minister not think it strange that a man who is in charge of others engaged on this work is paid less than they are?

I have nothing to add to what I have stated in my reply.

Is it not extraordinary that the charge-hand is paid less than the people working under him?
