I regret to have to say that the answer to the first part of the question is yes. I am satisfied from the Garda reports in the matter, as a result of their close surveillance of the situation for the past six weeks, that special efforts on the part of the Garda are necessary to put a stop to this undesirable and criminal conduct.
It is my intention to ensure that respectable women may walk freely on the streets of Dublin without fear of molestation and annoyance.
I am well aware that the court proceedings and ensuing newspaper publicity may have very serious consequences for defendants but I am afraid that the situation is such that firm action will have to be taken.
I have accordingly made it clear to the Garda that they should proceed to use all lawful methods to make detections.
