asked the Minister for Justice if he will take steps to prevent inflation of ground rents by landlords in anticipation of legislation which will entitle tenants to purchase at the equivalent of a fixed number of existing annual rents; and if he will undertake whatever legislative action may be necessary to impose a standstill on such rents with, if necessary, adequate retrospective effect.

A ground rent may not be increased during the currency of the relevant lease, which is commonly for a term of 99 years. The Landlord and Tenant (Reversionary Leases) Act, 1958, ensures that the new rent shall not, in any event, exceed one-sixth of the gross rent as defined in the Act. In these circumstances I do not think that action on the lines suggested by the Deputy is called for pending enactment of the Landlord and Tenant Bill, 1965.
